All reports would suggest this is a Kushner-backed plan and has already shot down by Dems.

Maybe the delay is indicative of a change of heart, but I doubt it at this point. Trump too worried about losing more “allies” inside the White House to do anything serious atm. Sadly, he doesn’t realize that he has no allies there.
