@XDRosenheim imagine article 13 has passed, and i'm tying to start up a new chat service or search engine and it allows for links. Now i'm going to start operating in the EU. I have no way of knowing a website has invoked its copyright holder rights. If i allow someone to post that link, i'm in serious trouble. So the logical choice is to block all EU based links until they get added to a list i have of places who have given me permission. So i don't have links in the EU, at least not a first. Now lets each individual link from a site has the potential to be flagged as copyright because each link is a different story so maybe one the copyright holder wants money for and the other they don't. Now i need to ask for permission FOR EVERY LINK. Why would i bother enabling links at that point when they won't show up for possibly days or weeks if at all or cost me lots of money?

what happens if a link is posted and i don't get notified its copy right status was no good or perhaps even changed?

here, limit of 8 refugees per city or town, with a min like 30 years wait per relocated group before they free up the cap they took. And you need to keep track of what city/town that group of people are currently in, so that once the 30 year cap expires, you are only putting new people in cities or towns that don't have 8 or so people still under that 30 year mark.
