So I've watch a great number of videos discussing this "EUR-Lex - 52016PC0593" article 13.
But they all just read from news-sites and not from the article itself.
So I looked it up at <https://eur-lex.europa.eu>.
I may just not understand lawyer words, but it seriously doesn't seems so bad at many say it is.
From I understand it's saying sites should have some sort of feature that allows copyright holders to flag/notice the site of copyrighted material...

What's throwing me off is the "**such as** appropriate and proportionate content recognition technologies" in part 3.
So it doesn't mean it HAS TO be like YouTube's ContentID system, right?

I suggest reading up on the copyright algorithm that is supposed to be used for the implementation of Article 13

@XDRosenheim imagine article 13 has passed, and i'm tying to start up a new chat service or search engine and it allows for links. Now i'm going to start operating in the EU. I have no way of knowing a website has invoked its copyright holder rights. If i allow someone to post that link, i'm in serious trouble. So the logical choice is to block all EU based links until they get added to a list i have of places who have given me permission. So i don't have links in the EU, at least not a first. Now lets each individual link from a site has the potential to be flagged as copyright because each link is a different story so maybe one the copyright holder wants money for and the other they don't. Now i need to ask for permission FOR EVERY LINK. Why would i bother enabling links at that point when they won't show up for possibly days or weeks if at all or cost me lots of money?
