Puerto Rico, IMHO is a ready to go real estate for a *de facto* black ethnostate (yes I am aware Puerto Ricans are their own ethnicity, I just don't care). You could do it subtley. Make it US's Australia. Penal colony (and who are the majority of US prisoners?). Have chain gangs perform free labor to clean the place up, and then shorten sentences if US inmates agree to relocate there with no chance to emigrate back (the commonwealth arrangement would have to be altered obviously)
