Voter ID law will be enacted during Trump presidency, 2020 census requires answer of legal status, and I think that will push back enfranchisement a good bit

@PhoenixFire I think it would actually open a lot of people's eyes to the fact that the California experiment wasn't such a good idea. Sometimes you have to let something completely fail for people to see it's a bad idea.
