Vast majorty earns above that to begin with. So a lot of buisness owners would still be incentivised to fire a local that earns above it and give the job to the migrant... but now at the minimum wage level. It could even incentivise the low skilled migrants to come... because now they have a potential to earn more. In other words it is a complex correlation... and frankly speaking reworking the migration laws from the grounds up sounds to me like a more reliable way to adress this issue.
