Buisness owners who hire workers that are alreay earning the minimum wage would't be incentivised to replace em with migrants that they can pay even less... true... but... minimum wage is often set at the level that affects only a very small portion of the society. Vast majorty earns above that to begin with. So a lot of buisness owners would still be incentivised to fire a local that earns above it and give the job to the migrant... but now at the minimum wage level. It could even incentivise the low skilled migrants to come... because now they have a potential to earn more. In other words it is a complex correlation... and frankly speaking reworking the migration laws from the grounds up sounds to me like a more reliable way to adress this issue.

Also there is an argument to be made that in the long run more low skilled migrants = higher taxes. So I am not sure how much are the buisness owners really incentivied to support migration. I am ofc aware that... almost all of the corpo supports this multiculti shit... true... (and this issue alone also needs to be adressed) but the reasoning behind is probs not that simple.
Don’t forget that most small businesses that support big corpo type multiculturalism are migrant owned shops inside ghettos or metropolitan areas.
