These are what I'm issuing to weigh down my banners.

Usually found near the lumber section @ home depot.

Are you using Two plates and a bolt and nut?

Just 2 plates, 1 for each corner. Secured with a strong zip tie.

Maybe a little duct tape.

You can punch 4 holes in the cloth and use 4 zip ties on one plate
