From my understanding, the president and the executive branch have the largest say over foreign policy. Essentially birthright citizenship is a foreign policy issue.
In order to end birthright citizenship, why does Trump need Scotus? When they have little to do with foreign policy. Why couldn't he just issue an executive order and end it?

The Supreme Court has never ruled that the children of people who are here illegally are eligible for Birthright Citizenship. Only the children of people who are here legally with a few exceptions (diplomats, occupying soldiers).
