No there are private areas that would require eminent domain but most of them are already secured by individual homeowners

The residential areas basically already having walling around them, some even got "boxed out" so they're on the mexican side of the wall and have to have a personal entrance to get through

@MPI - VA I don't think that's true. From my understanding congressional permission is needed to get taxpayer funding, but I don't think government agencies need their permission every time they want to build something as long as they find a way to get the money on their own.
