the parties usually discuss who should become the PM, and what ministries should go to which party

TBH, the parliamentary system is quite clunky and dangerously inefficient

there are pros and cons to all of the systems of parliamentarism that currently exist
negative parliamentarism works fairly well here in Denmark, where minority governments can rule, provided they do not have a united opposition giving them a vote of no confidence. Allows for very centrist policy decisions to be made.
