From a policy making perspective, I can't really see what the supposed insight you're providing, could possibly help. If we accept that blacks are just inherently inferior and cannot rise from their supposed mental depths, what feasible, fair and legal policy could you possibly suggest that would improve the situation?

Well, that kind of depends on where you settle. Most cities are expensive to live in, and it's really only in those that you can live without a car.
Where I live, the busy mornings can cause the public transport to take almost an hour to get where you can go on a bicycle in 15 minutes.
I suppose some of this is caused by the fact that it's an old city that has been slow to upgrade its infrastructure
Which just goes to show, even the places championed as veritable paradise by certain politicians, has a great many things to be improved upon, for it to even be anywhere close to deserving of such a comparison.
Not everyone commutes from the same place. Some people come from further away, and then get stuck in inner city traffic.
Bike storage things?
There's plenty of places to put your bike, without fear of it being stolen, but that hasn't helped the traffic congestion.
it's not the people coming into the city from public transport that causes the problem. It's the people coming in with personal transport, that cause congestion. They can't take public transport because they live in areas with little to no connection to the city via public transport. They'd get no benefit from there being safe places to store their bikes (there already is)
nobody is feeling entitled, it was an observation on an area that can be improved upon. Do you know anything about the state of the infrastructure in the city I'm talking about?
there are varying degrees of traffic problems, the scale is not just "PROBLEMS - NO PROBLEMS"
I'm sure people are doing their best to work around it, but that doesn't mean you can't attempt to improve upon it, which is all I would ever suggest on the subject, really.
