@radeon The whole point of the study was that they tested the IQs of black children adopted into upper middle-class white families, and while there was a minor positive effect on intelligence during early years, by the time they were 17-18 years old, their IQ was the same as the average black average, which proves that IQ is a genetic trait.

From a policy making perspective, I can't really see what the supposed insight you're providing, could possibly help.
