Its not quite that severe. He does go into a reasonable amount of effort to suggest that offhand comments won't be criminalized, only those made in positions of authority of power which are untrue.
And we should totally take his word for that.

Every time we've tried this, and **MANY** civilizations have tried to criminalize lying before, its always failed, because of the various different groundings for truth.
Best case scenario, the criminalization is so vauge that it doesn't achieve its goal and people work around it, meaning that its not a solution.
Worse case, gulags
