Serbia had a voting bloc of main Serbia, Vojvodina, Kosovo and Montenegro.

So they voted in all of the laws they wanted to pass

Croatia, Slovenia, Bosnia and Macedonia didn’t have a choice

They didn’t have enough votes

They decided to leave and Serbia used the Yugoslav army to invade them
