Difference is, so far their military capability is nowhere near sufficient enough to confront the members. Germany can't use its own army to invade its neighbors, because they'd get nazi flashbacks (and their army is shit anyway), and no army is raised and armed by the union itself. Leaving that privilege and responsibility to the individual states, the union would toothless were the members to decide that providing military power to the union goes against their interest.
