I'm not so sure it's incompetence.
Remember that she's a "federalist" and most likely wants an army directly raised and financed by Brussels.
Weak German army is just another argument they'll use to push for that.

Eastern europe is raising their contribution to match 2% in foreseeable future.
You can't just throw more money at the defence ministry and expect it to make efficient (by government standards) use of the money.

Germans are afraid of having a powerful military. That's why they don't want their own and want an EU one instead.

But its not really the strength of the army overall, it's lacking basic equipment like machine guns and having huge amounts of assets being unusable for no good reason
