@The Eternal Anglo Well, you have to compare to what they started from. The Russian empire was using literal manual plows.

And I don't think it's fair to say they had 2 million cars for 140 people, because that wasn't the only model. And I'm sure a lot of people used public transportation. Car culture is a very American thing. Even in nicer European countries people use public transportation.
