I think that the goal is to ensure that all legal votes are counted. Disenfranchising voters on the basis that an election worker may have violated a technicality seems to be a dangerous path to go down. Election workers could then "accidentally" disenfranchise votes that are likely cast for the candidate they don't want to win.

That makes no sense to me... If those were counterfeit ballots, they should be held liable and the results of the election should be questioned. If those were ballots legally cast by citizens in good faith - they are not illegal votes - even if this was done without video surveillance or without being monitored. Apparently, per GA election laws - campaign observers are allowed but not required. A monitor has to be present in the facility and keeping tabs on the process.
