It NEVER talked about the velocity of the Earth; it just said that the speed of light doesn't alter in relation to the position its source finds itself in.

Scientific theory can take elements that are proven by the scientific method, and use it in their hypothesis. Like water being wet, for example. But a scientific theory can say something like, โwater is wet, therefore ball earth.โ And still completely qualify as scientific theory, and Fail the scientific method.
