obviously probably not murder but definitely petty crime
ofc we need rehabilitation but that is not saying that prison should not be pounishment. Not everyone can be fixxed. I think it is cruel to lock up people that have been done for petty crimes with hardened criminals. One should be punished the other should be helped.

They spend time in prison, they must pay a price for their actions. But also give them a path to a better life through rehabilitation. Make it much more inviting to go down rehabilitation. If they keep going down the other path, they will receive more punishment.

Logic is; if a prisoner reoffends, it means the prison did not do the job it contractually agreed to do.

Currently, since job history is so important to job seeking, imprisonment is a double whammy against people who have served time.

Okay. Here's a good question. Should people in prison have the right to vote? If you say no, you have to admit that this is suspending their rights until they've served their time, and that would mean it is, in fact, a form of punishment. I think Dusty is right, you can't have one without the other, but that's more a matter of the reality of time in prison.
If the prison did it's job, the prisoner won't reoffend. If they fucked up, we'll know.
