The New York Times is literally saying they _know for certain_ not only what some U.S. officials have told them, but _what Chinese intelligence agencies intend to do in the future_.

This implies that NYT not only has access to top secrets, apparently kept about as well as air in a sieve, but to the internal mind and narrative of Chinese intelligence agencies
