Yeah, it has roots as a counter-Enlightenment movement with the Jacobins in the 19th century, but I would argue Mussolini was the one who really characterized the ideology.
Is it the case that the ideology that we now call fascism was given that name after it was already in use? Or are the Italians the first to use it?
Fascism is just that you have a body of the state that can instantly gain absolute authority over life and death of everything in the state.
