5 Conclusion
Ethnic diversity has previously been shown to affect the provision of public
goods, in both developed and developing countries. However, these results are
subject to imperfect measurement of public goods, and the resulting conclusions
may require strong assumptions on the value of those public goods. In
this paper, I use the alternative approach of simply analyzing reported satisfaction
in government. The results indicate that across the 19 countries in the
sample, people in diverse communities report much lower approval ratings and
trust in local government. Corruption appears to be a somewhat separate issue,
and is more likely to be seen by local minority groups, presumably because they
are less likely to benefit from the corruption. The fact that low levels of satisfaction
are reported by both local minorities and local majorities suggest that the
problem of ineffective government in diverse communities is not overwhelmingly
the result of discrimination.

Thus, individuals׳ incentive to run for election depends on ethnic composition. The size of ethnic group in power also affects social welfare. Our model derives (1) a negative relationship between ethnic diversity and social welfare, both in a democracy with a dominant group and in a dictatorship, and (2) a non-monotonic relationship in a democracy without a dominant group. In the empirical examination, employing health outcomes as the proxy for the social welfare, our theoretical results are supported by evidence from the data of 157 countries.
