Unless your shooting that Gas tank with incendiary rounds. Or an RPG odds are extremely low to ignite the gasoline and cause the iconic explosion.

If it were possible to make guns 100% silent. Every gun in the Armed forced would have them.
Every grunt. Marine etc. Not solely spec ops. That would be an extreme combat advantage.
They go for a more practical solution, kill the target before the sound waves arrive.

Comparative to the cost of the firearm itself. A suppressor is nothing.
Not to mention sound is typically what is used to identify the direction and location of an attack.
If you could shoot without making a peep. Your enemy would stand no chance.
The reason Camouflage is so common is because it makes it harder for the enemy to spot ya. They'll know which direction the shooting is coming from. So if your harder to spot. It negates that problem a bit. Totally silent guns would be so effective in combat that a Marine could go into battle dressed as a clown and still be competent in achieving the mission objective.
