raise the personal import allowance to something like the US
or since they want to move charging to the supplier (good luck with that), any parcel that comes from a non-business should be VAT free
it would be fraudulently avoided by lots of small businesses of course
when items are shipped across borders like that, usually you do have to complete a form which specifies if you are a personal individual - so just use that. if it was shipped by an individual, dont charge VAT
it's a standard piece of data on customs paperwork
you can also use categories - some types of item are zero duty AND zero vat rated
you could say that any used item is VAT free
there are lots of 'could' here but let's be honest the most realistic outcome is a tax bonus and a hit to individuals
