As for individual police officers going outside of that said protocol and doing something wrong, yes. Like there was a story of a car chase that happened and they caught up to the guy (white guy, so no race involved), he put his hands up, and one of the officer's on scene shot him a couple times anyway. I can't remember what or where from, but it happened and it was an instance of a specific individual officer's disobeying of protocol.
