I think it's telling that so many of the "witnesses" are lawyers and local politicians. A lot of them are people that want to be in the game and want to perform well for the coach. In this case, the coach is local party leadership which controls the purse strings. Having shown that you are a good team player by trying to "save the day" looks good to the coach and the fans (voters).

You wouldn't risk not getting to that point by laying out a circumstantial case without the connective tissue - if you actually have proof of malfeasance - just to wait to make you case in court.
