Interesting question. If the crime necessitates someone being taken into custody, obviously it would be the person who committed the crime. If it's a crime that causes financial harm then obviously the parent would pay, unless their child is working.

Generally though, I dislike punishing people by putting them in cages and would rather them pay for most crimes via fines to the victims.

Worth noting, holding parents accountable for non-working children financially would also encourage parents to get their kids working or out of the house, another benefit.

What I don't like is the state choosing to try people as adults arbitrarily. Age to drive 14-17, 18 to smoke,16-18 to have sex, 21 to drink, 17to join the military, 13 to be tried as an adult. Doesn't make sense IMHO.
