doesn't sound like she was fined for losing. Just that she committed violations during her match that ended up being her loss.
there is not even a way i can rewrite that would read she was fined for losing. Unless it straight up read "She was fined 17,000 in violations for us open loss"
the "during" is what really makes the difference because it means the fines happened before it was a loss, therefore cannot be because she lost.
