If I tried to defend monarchy, I would say that it is a better representation of societal structures and can provide superior mechanisms for selecting a superior leader.

As social units grow in size, there still must remain a singular unit at the head, directing it.
This force leads the individuals which comprises the unit, but does not draw authority from it, anymore than a father draws authority from his children.
Rousseau, I think, was a fan of democracy.

US citizens pay tax on global income, whether connected to US or not
the only other country that taxes the slaves globally is the Philippines, iirc

in most cases, the tax liability applies only within a geographic jurisdiction
for US and PH citizens, the liability attaches to the person
