what about a Darwinian approach to welfare (if that makes any sense). Let people spend their welfare money on whatever; those who spend it wisely (on food, putting some in savings, and move towards getting out of poverty) will eventually no longer need it

Yes, but people are already too dependent. I think the best way to correct for unproductive behavior is to give them no choice on what to buy, and make their living conditions as uncomfortable as possible without harming them and provide them ample opportunity to get a job
