if you have machines to replace all food production, you can do it everywhere
Thus making food non-tradable
meaning you stop getting economy surplus
cuz the economy in those branches stops
and you still have to invest resources into maintaining the machines

You would calculate the budget for UPI by the number of people receiving it multiplied by the amount of income it's supposed to guarantee, roughly.
