i would think recalling some of the overseas forces would be a first step prior to declaring martial law

so u'd have plenty of support forces on hand for such an event in the states

it's been suggested that the primary locations will be sanctuary cities and states for actual troop deployments

considering their mayors and governors are most likely to order up a resistance to martial law implemented by the president

their coms will be in blackout mode before that happens so they can't put up any resistance via orders and they will be seized at first declaration of martial law

As far as I'm concerned all of this is just smoke and mirrors to distract and coverup from the ongoing/world-wide geoengineering/chemtrail program.
