mayor can declare, but only mayor or gov, or president can undeclare in the states
gov can declare but only gov and pres can undeclare(mayor has no power over this issue at this point)
pres can declare, but only 2/3's of active congress in session can undeclare(mayor/gov no power in this)

dems have slight lead in congress...not 2/3's ...so they're not protected if potus declares martial law and freezes the markets to halt ds actors in government
even after the new electoral dems get sworn in on jan 20th i think
those provisions in the military code for martial law that allows sniping of rebellious leaders of the mob, that was put in during obama, not trump
they were expecting an uprising by the true patriots if hrc won
or in their case, when hrc won...but in reality, she didn't win
far as i know, those provisions are still in there
i would think recalling some of the overseas forces would be a first step prior to declaring martial law
so u'd have plenty of support forces on hand for such an event in the states
it's been suggested that the primary locations will be sanctuary cities and states for actual troop deployments
considering their mayors and governors are most likely to order up a resistance to martial law implemented by the president
their coms will be in blackout mode before that happens so they can't put up any resistance via orders and they will be seized at first declaration of martial law

fortunately most of the police in my city is trump sided, not sanctuary city-sided

The beauty/unfortunate part of this whole thing... is POTUS signed their MONSTER spending bill under the auspices that he would get funding for wall/natl. security. In return they back doored him with an ice pick. He did the right thing, tried to play ball with them, trusted them to do the right thing, was a stand up guy, and came forward with an open approach and unifying spirit of hope for the country and the legislative branch.
