As somebody who knows nothing about it though, I would the poor dude was probably just mugged.
There is so much that does not add up, but the guy has more to lose than your average hoax hate...
If he was just mugged, why make stuff up? I suspect there was something involved so he didn't want to tell the whole story. Usually those reasons involve sex or drugs.
There's no way that story is true. It becomes far more ridiculous when you consider the weather that was happening.

Is falsifying a police report a felony?

Depending on the jurisdiction it is a misdemeanor or a felony. False reporting a felony (hate crime assault) is more likely to be a felony.
Also, if a false report ends up involving the feds, the feds often prosecute as a felony and the FBI got involved in this case.
Does it make a difference that it was staged? I know premeditation can make a difference depending on the crime, so I’m curious if that would matter here
