Overall safety is step number one on needs, freedom comes afterwards. Once you reach a certain level of safety you start focusing on freedom.

You want to go to a holiday party but you would have to walk through a heavy blizzard with no marked path to get there, and you only have a t-shirt and shorts on. Do you run outside towards the party or do at the very least put a coat on?

These duties include things like the State protecting the People from enemies foreign and domestic and the People have the duty to purge the State of corruption, however that happens is up to the people that do it, I don't condone or condemn anyone's choices in how they do this
