Overall safety is step number one on needs, freedom comes afterwards. Once you reach a certain level of safety you start focusing on freedom.
I'd rather live in a society with no laws or authority than one where I don't think for myself

You want to go to a holiday party but you would have to walk through a heavy blizzard with no marked path to get there, and you only have a t-shirt and shorts on. Do you run outside towards the party or do at the very least put a coat on?
