I'd personally nationalize the health insurance industry and replace it with federal health insurance savings accounts that don't cover procedures relating to diseases caused by self inflicted actions, such as treatment for lung cancer if you have a history of smoking, liver damage and failure from alcoholism, type 2 diabetes, heart disease, and so on, from obesity if there isn't an underlying medical issue, and so on. I would also implement a safety net that covers accidents and other stuff such as car accidents, cancer treatment if it isn't from a lifestyle choice, and so on
