I think it was a form of protest. They saw the radical agenda shirts and said "they like helicopters?.....NOT IN OUR TOWN NAZIS!"

The helicopter probably wasn't maintained well because Cville is just a sleepy-ass anywhere-America small town that never thought it needed to deploy helis against nazi-vs-bolshevik clashes.
