The paradox in Europe is that Germany already tried to unify it twice and failed (France only tried once, unless you also wanna count Charlemagne, but that was so long ago, it's basically another world). Germans are extremely afraid of being assertive because of that, and other Euro countries are also extremely afraid of allowing Germany to be assertive. On the other hand, the current structure of the EU is so ridiculously impotent and inefficient , that it slowly fades from geopolitical relevance, at least as an actor. Europe has 0 power projection ability outside of West Africa where France struggles to do much. Europe does not control any of its borders: the hold on North Africa is long gona and thus the Mediterranean is no longer a border. Turks control access to Asia Minor and the ME and are no longer surrounded by Euro influence, the border with Russia is unsafe because militarily Europe is ridiculously underpowered for its total GDP. Thus Europe has to rely on US presence to maintain security which also means it's being influenced from the other side of the Atlantic as well...

No one is willing to give Germany the steering wheel for historical reasons, but if SOME more effective model of steering this ship isn't found, the EU will make Euro countries more vulnerable to outside nefarious influence.
