Its better to just pick people from those already exhibiting the right behaviour then training somebody who has no skill because if we're being real here you have to fucking work at any skill to really develop it and those people fucking won't do that if they don't already show the initiative
but you get my point, it's not a lot of catchup when he already has a large baseline
true. but there are different types of initiative
most of it is confidence building in the new role, fix it with additional training

some people lack confidence, yes but also some people aren't suited for that particular task

i do think "train the person who has been doing the job to lead" is better than "bring in someone else trained to lead"

it's hard these days because i think to how many of those standards were the function of boys generally being raised to beleif certain behaviour was noble while other behaviour was cowardly
