that speciaization comes from not doing anything and being trained to be a leader. a mechanic who has spent 20 years on the job might have no idea how to be a leader in corporates eyes, but his will do a damn better job leading the mechanics section of your company than the person who has 20 years in inter-personal management.

there is an abstract element to dealing with people
but you can learn that anywhere and apply it anywhere else
the leader learns 'the hierarchy' more than any skill he does within that hierarchy

Its better to just pick people from those already exhibiting the right behaviour then training somebody who has no skill because if we're being real here you have to fucking work at any skill to really develop it and those people fucking won't do that if they don't already show the initiative
but you get my point, it's not a lot of catchup when he already has a large baseline
most of it is confidence building in the new role, fix it with additional training

some people lack confidence, yes but also some people aren't suited for that particular task
