When the proletariat seizes political power
The USSR was DoTP until stalin
so yes from this point the proletariat takes power ok
so now they enact socialist type policies through heavier regulations and nationalizing businesses
this works in the short term, as does all government intervention
All means of production are nationalized
And there is worker control of industry
But money and the law of value still exists
that it does
and commodity production to an extent

But historical examples of socialism would be anarchist catalonia, anarchist ukraine, yugoslavia, and the paris commune
