Simple solution: make the breaks mandatory.

If you didn't take all breaks, leave early.

I remember reading a while ago that amazon tracks how much time it’s warehouse workers spend in the bathroom, (they would be tracking a bunch of stuff obviously), and if you take to long you penalized.

Makes sense.

You don’t want people to abuse bathroom breaks, but they shouldn’t be actively discouraged from taking them.
