I think that is just an optical illusion caused by his weird eyebrows and their cast shadow

It is relatively very thin on top and very bushy at the bottom so if you combine it with a light environment which allows for a strong dark shadow in his orbit you get the illusion that it fell off

It varies depending on the person - the fat pads in it, how prominent the brow bone is, et cetera, but it's a fairly constant thing in humans

I just explained that the facts his eyebrow being more bushy on the bottom for him, is slightly asymmetrical with his right eyebrow, and there's a dark cast shadow below it all create that illusion, it's not that hard to grasp.
