According to the law, no it doesn't. Covid Quarantines aren't indefinite. and 169K is half of ALL Covid cases in Wisconsin since the beginning of the pandemic.
The Elections Clerk is wrong. The plain reading of this statute shows it. Not only that, but if they had gotten out of (their delimited time) quarantine, and voted after that, they'd still be in violation of this law. https://docs.legis.wisconsin.gov/document/statutes/6.86(2)(a)
How many? Perhaps a fraction from all of the precincts and counties electronically submitting with a shocking proportion of fraud via convicts, illegals, and death records...take me back to 30 yrs ago or even before. @TaLoN132 here it is. 7 million absentee applications were sent out and this is whre the influx came in. The problem is the applications didn't reach all recipients. The increased demand of absentee voters created a nice big number to cover any fraudulent ballots they injected.

@NoobDad Here in CA, all registered voters get mail-in ballots. There are 5 other states that do it the same way. We can fill in the ballot and mail it in, put it in a designated official drop box, or designate someone to drop if off for you at your polling place on election day (they have to show their ID when dropping off your ballot). If you want to vote in person, you can bring your mail-in ballot with you and surrender it - or you can vote provisionally (which will only count if they don't receive your mail-in ballot.

@DrSammyD WI did not say that you had to have CoVid to be designated as indefinite - they said that you had to be in a high-risk category.

She goes into more detail, like having to sign chain of custody even though the machines weren't there yet. She was also treated diffrently from other counters, and saw that they weren't following protocol
@NoobDad I watched her video. She seemed pretty credible. I would be interested in knowing more specifics. I know that there is a process that they use for fixing ballots that have been damaged - like if they got caught in a scanner and was ripped or if there was a problem when they took it out of the envelop. There is supposed to be a repair process that allows a bipartisan verification of the copying of the ballot choices onto a fresh ballot. I assume they would set these aside and process them all at once. If they were really identical, someone messed up or got lazy (the missing signature may be a clue). That might explain why fresh ballots were used and why this was an isolated incident. It is not necessarily indicative of massive fraud. While possibly reprehensible, its not enough to overturn an election.

Another thing to consider is that the Dominion Voting system is brand new in Georgia. She was apparently brought in for the recount effort, so she might not be as familiar with the new procedures. It definitely would not explain 98 identical pristine ballots.
They were not following protocol, though, so that's what concerns me, doesn't give me much confidence
It was nice talking with you, too. I look at this as an intellectual problem that needs to be analyzed. It's good to be able to bounce ideas off others that look at it just as critically from another perspective.
They raked Russell through the coals because his affidavit had some dumb mistakes.... ugh... but it has nothing to do with the video itself, he did a study on Texas elections when they were using the software. Very interesting!

I watched the video and here are my thoughts: this was aired on Nov 5th some 2 weeks ago, so there's been plenty of time for the lawyers to get what underlying evidence exists in front of the courts, the claims here are extraordinary and the video seems convincing but you can do that in a video when there is no opposing side represented, evidence in a court of law is different story and this is my sticking point ... lots of extraordinary accusations of widespread voter/election fraud but the evidence filed in court documents, so far, don't add up to huge buckets of ballots ... now a good portion of the allegations here and with Powell revolve around the notion that the computer software can reallocate votes for one candidate to another BUT they hand counted the paper ballots in GA and found not huge discrepancy so IF there was fraud it NOT in the software alone there had to be swap or additions to the paper ballots themselves which in turn would involve a lot more actual people than would a software only fraud ... what is that they say? you can only keep a secret if out of the two people that know it, at least one of them is dead

@RobertGrulerEsq We also had an interesting question(s) yesterday regarding Associate Justices being appointed to circuit courts of appeals in certain key swing state districts by the chief justice. Particularly, the choice of which associate justice going to these states was an interesting choice to say the least. My thought is the Trump Legal team may attempt to bring some of their discarded lawsuits up to the appellate courts. Though I'm not sure how much influence associate justices have during the review process, it's certainly interesting. If I recall, ACB was already assigned to that district prior to becoming an associate justice, as her prior work was with the seventh circuit. It's something interesting to think about and keep in mind, if nothing else.
I also gather there is going to be an abundance of speculation from both sides of this.
