In that case they should advise him before going through those. Assuming they implied they were done with that step and that is what prompted him to leave.

I do want to note that the independent monitor was present and has stated that no one told the watchers to leave. They left of their own free will.

Ok so I have been thinking about this... and there is a way this could have happened without anyone lying or having a bad motive.

The watchers claim they were told they were done for the night.

The poll staff said that is not the case and no one told them to leave.

So.... could it be that the Watchers asked if there were anymore ballots still needing to be removed from envelopes?
And they were told "No. We are done." Meaning they are done with the removing of ballots from envelopes and not necessarily completely done.

I could actually see that misunderstanding being at the base of what happened there
