This is for DUI's, so if you have 1.0 of your blood as alcohol, your entire blood stream is alcohol
the legal limit is .08
.20 means 20% of your blood is alcohol

@RobertGrulerEsq We had a guy where I grew up that was allowed a higher than legal limit of blood alcohol. He was always getting popped even when people knew, had recorded, he had nothing to drink. Turned out his body didn't process food correctly, so he was effectively born drunk and lived his entire life that way. So, by court order his legal limit was set higher. I was like 5 or 6 when my dad talked about the case, so early 70's.

used to work where we had an informal Scotch Club ... kept a breathalyzer with alcohol ... no one drove themselves home over the limit was the rule
