Well, if there is a distinct/unique ethnic group that comes into being, and they are concentrated in one area, and they decide to declare that area as a distinct place, it's not necessarily made up.

I wonder if the statistics for Ukrainians are under reported. A lot of Eastern European immigrants are kinda weird and take their distrust for government to crazy levels so probably refuse to fill out surveys.
